How the market splits
The UAE has the highest engineering role count in the Gulf, concentrated heavily in Dubai. A small number of consumer platforms account for a large share of senior hiring, which makes reputation and referral unusually important. Abu Dhabi's market is smaller and split between government technology, energy and a growing artificial intelligence sector that pays at the top of the national range.

What moves a Software Engineer offer in UAE
Three things decide where an offer lands inside the range: the size of the employer, whether the work sits close to revenue, and how much of the job is delivery rather than support. A software engineer inside a national programme or a listed group is paid from a banded grid, so the number moves in steps and the negotiation is about which step you enter at. The same role inside a smaller firm is priced against the value of the work itself, which widens both the upside and the risk.
Allowances matter as much as base pay here. Housing, transport and schooling are quoted separately in most UAE contracts, and two offers with the same base can differ by a fifth once those lines are added. Ask for the full monthly package in writing, including the annual ticket and the end of service accrual, before you compare AED 18,000 in one city against a lower headline somewhere else.
