How the market splits

Saudi Arabia has roughly 1,600 open software engineering roles, close to 60 percent of them in Riyadh. Three sources of demand are running at once: giga projects building technical functions from nothing, banks replacing core platforms, and a fintech sector hiring faster than it can find people. The consequence is unusual for the region, in that experienced engineers currently have more negotiating leverage than employers do.

The national picture

Across the kingdom a fresh graduate engineer earns SAR 6,500 to 11,000 a month and a mid level engineer SAR 14,500 to 23,000. NEOM and the giga projects sit above the national pattern because they are pricing in relocation, which makes them the highest paying option for engineers willing to move.

Choosing between cities is rarely a pay decision on its own. A market with four times the number of open roles gives you more offers to compare, a faster route out of a bad one, and more senior positions to move into later. Weigh the median against the role count in the table above before you weigh it against a rent quote.

What moves a Software Engineer offer in Saudi Arabia

Three things decide where an offer lands inside the range: the size of the employer, whether the work sits close to revenue, and how much of the job is delivery rather than support. A software engineer inside a national programme or a listed group is paid from a banded grid, so the number moves in steps and the negotiation is about which step you enter at. The same role inside a smaller firm is priced against the value of the work itself, which widens both the upside and the risk.

Allowances matter as much as base pay here. Housing, transport and schooling are quoted separately in most Saudi Arabia contracts, and two offers with the same base can differ by a fifth once those lines are added. Ask for the full monthly package in writing, including the annual ticket and the end of service accrual, before you compare SAR 22,000 in one city against a lower headline somewhere else.

Reading the table without being misled

A median is the middle of the sample, not a promise. Half the software engineer roles in the country pay below the figure in the table, and the spread inside a single city is usually wider than the gap between two cities. Where a city shows a small number of live roles, treat its median as indicative: a handful of senior postings can lift it well above what a first move into that market would actually pay.

Common questions

Which Saudi city pays software engineers the most?

NEOM and the Tabuk region programmes pay the highest headline figures, because they are pricing in relocation to a remote site. Among established cities, Riyadh leads at a mid level median near SAR 19,000 a month.

Are engineer salaries in Saudi Arabia tax free?

Yes. There is no personal income tax. Saudi nationals have GOSI deducted; expatriate employees generally do not have a pension deduction. Always establish whether a quoted figure is basic salary or the full package.

Is it a good time to be an engineer in Saudi Arabia?

By vacancy count, yes. Open roles currently exceed the supply of experienced local candidates, particularly at mid and senior level, which is why counter offers have become routine in Riyadh.

How these figures were built

Figures are triangulated from Glassdoor city salary pages, September 2026, GulfTalent salary reports, September 2026, Payscale Saudi Arabia and UAE, Careery Job Scout, live listings, 90 days to 10 September 2026. This page draws on 1,372 live listings in the sample window. A page is published only where salary confidence is high, with at least 25 live listings and three named employers, so combinations you cannot find here did not clear that bar.
